k what would be the recommended voltage and ampage for charging it

Well, a Tri-Cell means it's 12v. So you need 15 Alkaline batteries, setup in Parallel to 12 NiCads...
Come on BabyKiller, I KNOW you can figure this out without have to ask others.

You would be correct, the 4-cell should do the job fine to charge a Tri-Cell mod.
