I'm not sure that it would work for a full underbody type underglow, but you could definetly use CLEAR epoxy for front/rear under glows (white front, red rear obviously). I have one of the Bell-brand bike racks on my shoddy pedal-bike and I drilled some holes in the back, used two blue LED's and clear epoxy, and the whole back of the rack lights up. You would make it look similar to the picture below, and paint the vertical 'bars' of the epoxy silver, maybe paint the inside of the bumper silver BEFORE epoxy, and the top of the horizontal bar of the epoxy silver (for reflective purposes to put as much light on the ground as possible, rather than inside the car).
