Here's a theoretical way of accomplishing it. (seem image below.) Not sure how well it will work, though.
(this image borrowed from Quest for Madness )
I seem to remember another site where someone actually accomplished it with surface mount LEDs but...can't find the URL right now. If I *do* find it, I'll be sure and post it for you. In the mean time, I hope this helps you out! Good luck!

The diagram above illustrates the concept, but isn't really useful as a how-to guide. You cannot simply apply heat shrink or anything using heat w/ the filaments without burning them up. Especially if you cut up some decoration and used those strands. (cheap plastic hair)
Go to this site... THE FIBER OPTICS STORE for info and more. I have used their 3mm single strand "end glow" fibers and illuminator kit they sell w/ LED for headlamps and it's cool, but kinda $$$ for the same basic look 2 LEDS give you.

My girlfriend wants me to make stars, I've been thinking how to do this... This wire seems to be the most expensive solution.
Think I could make this stuff out of clear fishing wire, some leds and heatwrap?
Same would apply for our beloved bit char-g's
