Can anyone suggest a good software package for making decals?

you can use any image editing program.. photoshop, corel draw, corel photo paint. fireworks... which ever you want. i use photoshop.

whatever you use, I would recommend a vector based program, so you can resize your artwork.
The two most popular vector programs are Adobe Illustrator and Corel Draw. Each has it's own quirks, give yourself plenty of time to learn the nuances.

I'm kinda tired of searching for "good", "useful" decals and not being able to find. I got 4 small sheets from TE, they're okay, but not quite what I was looking for.
