Imported JDM Booster Bits and Microsizers Pro probably offer the best performance out of the box while giving you quite a bit of modification options.

Zip Zaps SE are nice, with digital proportional control, but they're also heavier and probably slower.

With no modifications whatsoever, the Digi-Q is hands down best for accelleration and top speed due to the fact that it's very small and light, has 2.4 volts and 2 motors from the factory.

It all depends on what you want to do. With a high budget and sticking to the "1/64 and smaller" scale, I'd venture to say that the booster bit char-g and microsizer pro (with the non-booster counterparts coming in a close second place) offer the most versatility and best starting point for severe modification. Some of the fastest, best-handling cars around started on that platform.
