Try attatching a small resistor inbetween the moter wires and the moter. It must be a low restistor and very small but it will lower the speed.

No not at all, for there complexity they are rather cheap. I looked inside the 4 bay charger myself and was very surprised to find a big circuit board with a couple of chips and sophisticated wiring....
