commercial battery charger

i been looking around towerhobbies for an inexpensive peak charger that charges as little as one cell to however many cells it coudl charge (not that it matters since i have only up to a tri-cell to charge) that does very slow charging rates as well as fairly high ones. the closest one i found is this but the minimum charging rate is 100 mA. i rather not go into chargers in the three digit price range. anyone know a good charger that does all this and is inexpensive? or maybe various sites that sells chargers since i only know tower hobbies

Try a digi-q multi car charger. It takes a little modding. I just wrote a post on it recently. Should've been within the last week or so.
