According to question #7 in the link below, you can, but they will charge at the rate or slower of that charger. The only way to get the 15 minute charge time is with a IC3 charger.

so, if I recharge the rs one's with the IC-3 recharger it will charge for 15mins?

No, only the IC3 batteries charge in 15 minutes in the IC3 charger. Any other battery will be overnight.
