charging problems

ok, i just got a brand calsonic digi-q id 4, i am charging it correctly,

1.turn car off
2.turn controller on
3.put car on charger
4.wait for led to go red
5.wait for led to go green
6.take off controller, and turn car on
7.set it to correct frequency
8.then i thought you have to take it off, when the led goes green, when i do it moves for like 4 seconds, and that's it, i have tried charging it and leaving it on for ages even while the led is green, i've put it on charge for 10-20 minutes at a time, and it doesn't make a difference it still runs for a very short time, can someone please help
