I received the same email a few months back. I payed no attention to it. If they want money it is probably a gimick. I bet the report says: Get yourself a slingshot, load your car, pull back about 1.5 feet and release. "WOW, Look how fast that bit goes!"
If someone knows different, lets us know.

i saw a guy selling something similar on ebay. All his feedback was good! So i guess it wouild work, bu i dont have the money to try it.

there is a thread called spam... that should help you out, i believe that someone bought it and it turned out to be the matchtick mod (which is shimming the motor with half a matchstick to make the gears mesh better)

pfffft... what a queer, all he wants is to make a few bucks. He'll probably just say "get some pliers and pull the black ultraduperalternmatorationer from the fiberglassed PC board (its green) and it will make your car go faster. Seriously, he'll probably say that, and i bet all he wants is cash sent to a PO box.
