I know they aren't supposed to be out yet according to the manufacturer... but there are guys in Japan that have been seeing them for about two weeks now... Usagi actually went to one store and they were sold out already...and he also saw the Digi Q Formulas as well...
as fa as the price is concerned... the same store has the DigiQ Propo special remote for $75 so you see that their prices are inflated by about $20...putting $79 for the tank right in line..
