I remove the paint by letting it sit in thinner for a few hours and then taking a toothbrush to it. The other method is the pine sol method (which I haven't tried yet) 1 warning on the thinner, do not wash the car with water afterwards, wipe it off best you can and let it dry, the water tends to cloud the plastic.
You can use any paint from enamels to acrylics. I use a spray can (I got my skills with the can from bombing walls as a teen) while some are more comfortable with bristol brushes and air brushes.
