Yep, one of the sets had the tower, 2 combat digi Q cards, and 2 special effects cards (for the Godzilla, Mothra, etc). It went for over $200.00. The second one had the tower and one digi Q formula card. It went for around $110.00.
As far as I can tell, each sound card is preprogrammed with two sets of sounds. Then, depending on the assigned ID and the signal of the controller, the card determines the type of tank being operated and generates the sounds for that tank. This website explains it a lot better:

Not sure about the trains making it to the US, but the DigiQ cars are all over Europe.
