I use a 3/64 carbide drill bit.
The trick is to "spin" the wheels on the drill bit. Don't even think of using a drill, because it will just blow through anywhere, as opposed to when you use the drill bit as kind of an axle.
When I say spin, I really mean turning the wheel as it sits on the drill bit held straight up. Don't press on the wheel while you are doing this, because the light cutting of the drill bit while the wheel turns is what is going to make the hole "true".
Of course if you are merely building a show car, it's less important, but I insist on all my mods being working ones.
