A friction modifier, in this case, allows to dry surfaces to rub against each other without causing undue friction (and heat). Friction between two moving parts both hinders the movement of both parts and can cause noise. In this case, the tiny granules of baby powder are acting like tiny ball bearings. As a strange side-note, armpit hair is a friction modifier, it keeps you from chafing when your arms move against your body.
