Actually it really depends on the LEDs themselves. You need to ask about the voltage they can take, because there are many different voltages available. Those I bought run on 3V, and I've seen those which run on mains power.

If you overpower your LEDs they would not really burn, but shine much brighter and hence have a shortened life. In other words overpowering the LEDs makes them last a shorter time. I saw this set of LEDs for the Tamiya Mini 4WD cars. They each had a little resistor connected. This ensures that just the right amount of current goes into them, allowing for maximum life. So, be sure to know what voltages your LEDs run on.
