No go...

I've completely stripped and rebuilt the steering gearbox, but it still locks up.

Also, while it's locked up, the servo is actually happy with the location it's in - it's not trying to pull back...

Insulating tape

What you want is Kapton tape. It's the super-thin orange/yellow tape you find inside laptop computers and the like.
