Yeah, thats an incredible site. They do not sell anything, its all a club called BCGGP. From what i could get out of the translation of the site, they check into a motel, build a track, have a couple of drinks and race.

Reminds me somewhat of Initial D. Nice downhill course. I recommend doing a tri-cell mod and flying through the guardrails, landing in the winner's circle 2 seconds after race start. :D
