do some one have the spec to make cop lights or binking ones?

Just use blinking LED's. You can find them at Radio Shack, but I've never seen blue ones that blink, mainly red, green, and yellow ones.

to get the lights to flash alternatly, you need a simple flip-flop circuit (aka flasher) which consists of 2 transistors and a few resistors, search the net for a schematic.....
