Would there be a difference in performance if I replaced the 10v Capasitor in the car with a higher or lower volt?
if so, would the performance increase or decrese?

No, not likely.

what's the capasitor for?

The big capacitor is for the voltage regulator circuit on the pcb. Steps up the voltage to the chipset.
