It does not come with a wall adapter, you have to get that separately (12-15V and 800+ mA min.) Yes, it comes with alligator clips to connect to the batts. Also comes with alligator lead input to connect to a car battery. As for whether it's a peak charger, I'm not sure, I think so but I don't know what type of technology they're using to charge and detect peak. Pretty sure it's not a pulse type charger and I don't think it uses 0 delta V. Possibly a standard -ve delta V.
Takes somewhere around 50mins to charge a 5-cell pack if it's pretty close to flat. If you want to buy one, email me. I'll sell you mine for $12. Got it with the kit as an RTR and have never used it. I have a good peak charger (Duratrax Intellipeak Digital Pulse Charger).
